  16. <p>     WHO KILLED CAMARENA? Though Mexico has shut down its
  17. investigation, a federal grand jury in Los Angeles is still
  18. digging into the slaying of Enrique Camarena, the DEA agent
  19. murdered in Guadalajara five years ago. U.S. investigators
  20. suspect that Rafael Caro Quintero and Ernesto Fonseca Carrillo,
  21. the drug kingpins found guilty of Camarena's murder in Mexico
  22. last month, were only pawns manipulated in a plot by high-level
  23. Mexican officials. According to U.S. sources, the probe is
  24. focusing on racketeering charges against Jose Antonio Zorrilla
  25. Perez, ex-head of the federal security directorate; Manuel
  26. Ibarra Herrera, former chief of the federal police; and Miguel
  27. Aldana Ibarra, who led Mexico's antidrug program. They all deny
  28. involvement.
